Initial Steps


When it comes to buying land, there is much more to it than finding a beautiful plot for a reasonable price.

 

Given that you are buying in order to build, a critical step to the entire process involves checking the urbanistic status of the plot that got your attention.

 

Only if you bought an urbanized plot, or a plot with an existing object on it, you could initiate the process of obtaining building or reconstruction permission right after the completion of the purchase process.

 

Otherwise, you could only initiate urbanization of the purchased land, and this is something that would be possible only under certain conditions, and even then takes lots of your time.

 
Land Categories

In Montenegro, land for investment purposes can be categorized into:

  • Urbanized and

  • Non-urbanized Land



Urbanized Land is the one predefined for construction of certain structures according to the Detailed Urban Plan, or the land on which structures already exist.


Structures that could be built on an inbuilt urbanized land are, for example, commercial, residential, tourist, industrial structures and other. However, taking particular lot into consideration, Detailed Urban Plan designates which sort of named types of structures can be built upon it.


On the other hand, land with existing structures can be successfully exploited by reconstruction and/or uplifting of already built objects.

Non-urbanized Land is the land that is categorized as green area, agriculture land or similar by the Detailed Urban Plan or General Urban Plan. As such, it can not be used for construction of any sort of structures at all.


At some cases it is possible to initiate process of Urbanization of the land in question. The mentioned process, however, takes lots of time and it is convenient for long term investment purposes.
